It should be moist, but make sure that it is not overly wet. Too much moisture will slow down the composting process. If you do not have enough moisture; however, the organisms that live inside the compost and aide in the decomposition process will die. Also, too much moisture can cause the smell in your compost to become worse.
You also need to be sure that your compost has plenty of air circulation. This is an important part of learning how to make your own compost. If you choose to have a composting pile make sure that the air circulation is not blocked by any other structures.
